Loan and Care of Books
Registration
All categories of users are required to register with the Library. Users who qualify to borrow from the collection are required to register (as borrowers) at the Circulation Desk. Users need to fill a registration form upon the presentation of an ID card. The ID card should also be surrendered when signing for a thesis, past questions or a book from the reference cage. No borrowing is allowed without the ID Card.
Loans

I.    Regular Books

  1. Undergraduate and Post graduate students may borrow up to 2 books with multiple copies (with the exception of those marked ‘Reference” or “Ref’) for 1 week, renewable once only if not requested by another reader. The  Books may be recalled after 4 days at the discretion of the Librarian if circumstances of the Library so demand.
  2. Senior Members may borrow up to 2 books, with multiple copies (with the exception of those marked ‘Reference” or “Ref’) for two weeks, renewable once only if not requested by another reader. Books will be subject to recall after 1 week if circumstances of the library so demand.
  3. Lending of books ceases 45 minutes before closing time every day.
  4. From the last Friday before Revision week to the end of the Semester, Users are not allowed to borrow any library material.

II. Reference/Special Collections

  1. Students may not borrow books from the special collections within the WIUC Library such as the Professor Ansere’-Donated Adult Education Materials, and all books in the Reference Cages or books marked ‘Reference’ or ‘Ref’.  Such books may be used only within the library after submission of a Students ID Card. Students wishing to photocopy these materials outside the Library must submit their mobile phones in addition to the ID Card.
  2. In addition to the above, annual publications, bibliographies, statistics, dictionaries, encyclopaedias, almanacs, atlases, maps, students’ theses/dissertations and serial publications can only be used within the library.

Care of Books

  • No book is to be written in, cut, or damaged in any way. Any defect in or damage to a book should be reported to the library staff.
  • Readers should not mark, underline, dog-ear mark, write, tear pages or damage the Library documents
  • Readers must not trace any picture or figure from any book/material.
  • Borrowers should report at once the loss of any book, and if it is not found, the borrower shall pay for the assessed cost of the lost book.
  • Readers and borrowers will be held responsible for any damage to a book in their charge and will be required to pay the appropriate  cost of such damaged books.

Library Instruction

Special library instructions

Apart from the general instructions that we give new students, Senior Members can arrange to have their students instructed in the use of specific bibliographic tools, e.g. in the use of the Electronic Databases etc. The Library also handles small group-tours intended to teach senior students the use of the Library resources in a particular subject areas. We however, need to be given at least one week’s notice to enable appropriate preparations to be made.

General Rules and Regulations

  1. Silence is to be observed at all times within the precincts of the library.
  2. Smoking is forbidden in all parts of the library
  3. No food or drink is allowed in any part of the library, toffees, fruits, candies, etc., not exempted
  4. Gowns, raincoats, umbrellas, cameras, scanners, tape recorders, etc., must be deposited with the Assistant at the entrance and a tag given as receipt.
  5. However, such items are deposited at owners’ own risk and the Library disclaims responsibility for any loss of or damage to any items so deposited.
  6. Firearms and other offensive weapons are not allowed into the Library.
  7. Pets are not allowed in any part of the Library.
  8. All mobile phones must be put on silence or on vibration. Users are not permitted to make or receive calls in the Library.
  9. No seat shall be reserved by or for any reader. Any seat so reserved shall be cleared by the Library Staff for use by others.
  10. Seats that are not occupied by Users continuously for 30minutes or more may be considered vacant and given to another User. (Time to be determined by staff when  he/she first sees the seat vacant)
  11. Any book recalled shall be returned within 72 hours or fines will be imposed after three days.
  12. Library Staff will inspect any item being taken out of the Library
  13. Readers may not enter staff offices except by invitation by a staff member.
  14. No borrowing is allowed during inter-semester break.
  15. All borrowed materials are to be returned by three days to the end of each semester.
  16. Failure to return all library books by the end of the academic year may result in examination results being withheld till books are returned.
  17. Orderly conduct must be maintained at all times in all parts of the library.

Offences and Sanctions

The following shall constitute library offences:

    • Failure to return borrowed books and related material on due date. Sanction:
      1. General Collection: Offender shall be liable to the payment of a fine of GH¢1.00 per day up to 7 days; thereafter GH¢2.00 a day plus loss of borrowing facility (rights) till books are returned.
    • Loss or misplacement of books and related materials.
      Sanction:
      1. Offender will pay twice the current price of the book including shipping and handling charges, plus a processing charge of GH¢100.00.
    • Unlawful acquisition of library materials/stealing
      Sanctions:
      1. Ordinary books - Rustication for 21 days. In addition, the member shall lose borrowing rights for one semester.
      2. Reference books - As in (i) above plus possible dismissal.
      3. Mutilation of books and related materials.
        Sanction: A member who commits this offence shall be dismissed from the University.
      4. Failure to return books and other materials on demand. (i.e., when a book is recalled)
        Sanction: Suspension from the University plus any overdue fines.

Please note that with regards to the General Rules and Regulations of the Library, flouting of any of them could result in the Academic Board imposing appropriate sanctions on the offender(s), including suspension from the use of the library.

In the case of a Senior Member who commits any of the above offences, a report shall be made to the Vice-Chancellor for appropriate sanctions to be instituted against him/her.
